Question....> My low beams are very dim, but the high beams look fine. I replaced both headlights, wiring pigtails, and put in a new ground wire, but this did not help.  The low beams have always been dim for as long as I can remember. I hooked the wiring up exactly as it was removed, but since I've always had dim low beams it may have been done incorrectly before I got it. Could it be the dimmer relay? 
How could I check it out? Any suggestions on what to look at next?

Answer.... > The most common mistake is to have one side (high or low) not grounded correctly. It could be you have the dim side (low beam) grounded to the high beam side and not the ground.
 Most assume that the center of the three contacts is the ground, but not so. Easy enough to check, just switch the ground to one of the side terminals and then the other.  If the wires are connected to the wrong terminal no harm will be done to the headlight bulb. See Photo bellow for correct hook-up. Vic.

 
Taillights Bulbs -- When looking at the tail light Dual element Bulb, The short element is the bright and the taller element is the dim. The bulb socket must be grounded.
